New Changes to POFD Reporting

NEW CHANGES TO POFD REPORTING

It’s time to do the happy dance for the Clerks who work for municipalities who are not exempt from the State’s Alaska Public Offices Financial Disclosure Law. The APOC Board recently ruled that filers are only required to file one Public Official Financial Disclosure (POFD) report per reporting period. This change should lessen the extensive record keeping requirements for us Clerks!

As an example:

        Incumbent candidates that run for office in 2017, will have filed their “Annual POFD” by March 15, and therefore do not need to file a “Candidate” POFD when filing for office or an “Initial” POFD, if elected to office. Why? - Because the incumbent has one POFD on file for the reporting period (Jan 1 – Dec 31, 2016) (2017 Annual POFD).
        Non-incumbent candidates that run for office in 2017, will have to file a “Candidate POFD” when filing for office and if elected, do not have to file an “Initial POFD.” Why – Because the non-incumbent has one POFD on file for the reporting period (Jan 1- Dec 31, 2016) (2017 Candidate POFD).
         Incumbent Planning Commissioners only need to file an “Annual POFD” for the reporting period.
         Non-Incumbent Planning Commissioners need to file an “Initial POFD” due 30 days from appointment and therefore do not have to file an “Annual POFD” because they will already have one statement on file for the reporting period.
         All outgoing appointed/elected officials have to file a “Final POFD” even if they have an Initial or Annual POFD on file for the same reporting period.
